Mono Blue Terror is quite popular in Pauper. It combines cantrips and low-cost interactions to stabilize the board, while you'll set up the board for threats like Tolarian Terror and Cryptic Serpent. You'll put many Serpents in play at once and overwhelm your opponent.

It is a solid strategy that has its weak spots, but can deal with them rather well and also compete rather well with most of the metagame.

High Tide recently became valid in this format and can create a lot of value in the right deck, particularly a deck like U Terror. With this in mind, Terror Tide is an upgraded version of U Terror that tries to explore the full potential of High Tide in this already well-established Mono U strategy.

The most significant difference between these versions is that Terror Tide relies less on the graveyard, and, for that reason, it doesn't need cards to feed the graveyard. That way, it can use more traditional cantrips.

Delver of Secrets opened space for Spire Golem, which, besides being naturally more resistant, has a strong synergy with Rush of Knowledge. Rush of Knowledge is a very interesting card because you can cast it with High Tide or cast it in later turns when you have enough mana, and create an absurd amount of card advantage. In this list, Murmuring Mystic is the main win condition.

Augur of Bolas is an important addition, as this deck has less cantrips and needs more blockers. After all, Augur can create value and meets the other prerequisites.

Why Play Terror Tide

Just like the more traditional version, Terror Tide can set up a few absurd plays, like Murmuring Mystic on turn 3 or Rush of Knowledge with Terror in play. Furthermore, this version can use the value Mystic creates a lot better, as it can use it to put pressure with the Bird tokens.

Another great advantage is that you can just play and not worry about when to use a cantrip or not. With Mono-U Terror, Mental Note and Thought Scour could end up throwing your creatures on your graveyard, or that land you were looking for. As such, you'd have to know exactly when to use these cards, or risk losing the game.

Spire Golem is another incredible card. It is better than Delver in every way in this build.

The hand above can be a great start. Ponder and Lórien will manipulate the top of your deck and help you find important pieces. Counterspell and Snap will deal with the threats in your way, and High Tide is perfect at the right time. The biggest issue with this hand would be not finding anything relevant in the next draws, like a threat, for instance.

This is also a great hand, as Augur and Brainstorm create advantage and good interactions in the first few turns.

This hand is a clear mulligan. You'll see yourself forced to remain passive while you wait for a cantrip or threat that you can try to stick on the board. This might just end up giving your opponent too much space.

Sideboard Guide

This sideboard has a great counter package that interacts really well with many matchups. Annul will deal with artifact and enchantment spells, and Steel Sabotage will make matchups against artifact-based decks even better.

Hydroblast is in this sideboard because of red decks, and Dispel will deal with any problematic instants. Curfew will deal with Bogles, which is quite popular right now, and two copies of Campfire will be a lot of help in "grindy" games, when you risk losing by deckout.

Vs. Rakdos Burn

Murmuring Mystic is your best weapon for this matchup. Use your life well, as it is your most important resource, and try to stick Mystic on the board as soon as possible with backup counters to stabilize the board. Spire Golem is another powerful creature in this matchup, as it can easily block your opponent's creatures.

Post-side, you'll have Hydroblast and Campfire, which can give you some extra life and let you survive a little bit longer.

Vs. High Tide Combo

I consider this matchup quite favorable. All you need to do is to prevent your opponent from starting their combo with High Tide, so save your counters and play around your opponent's actions.

Post-side, Campfire can be a great way to make their combo fail if you manage to put this card in play at the right time. Even if the opponent forces you to discard your entire deck with Stream of Thought, you can just shuffle all the cards you milled back into your deck with Campfire.

Vs. Flicker Tron

This matchup is quite complex. Tron grows as the game goes on, so longer matchups will make them stronger and stronger until you can no longer stop them. You must play fast to put pressure on them, but keep an eye on their key strategies.

Mnemonic Wall, Pulse of Murasa, and Moment's Peace are extremely recursive for Tron, and give them a lot of space. Be careful with them.

Post-side, they'll have Red Elemental Blast and Stonehorn Dignitary, which complicates things. Murmuring Mystic on turn 3 with High Tide is one of the best strategies you can play, but be careful with your opponent's answer.

Vs. Gruul Ponza

I consider this a good matchup. Your opponent's initial game plan is to play a few land destructions while they ramp and get ready to put their creatures on the board. Murmuring Mystic, once again, is the main star, and responsible for stabilizing the board with Tolarian Terror.

Be careful with their explosive openers and take the Initiative from them whenever you can.

Vs. Mono-Blue Faeries

I believe this matchup is quite balanced. Faeries can put a lot of pressure quite fast, and Spellstutter Sprite can deal with nearly all spells Terror Tide plays. However, a well-fit Murmuring Mystic or Spire Golem will be a lot of help. A Tolarian Terror, attacking, can be quite devastating.

Be careful, don't pass your turn without any mana, and wait until your opponent acts first so you can react.

I highly recommend you don't play High Tide in this matchup because your opponent can take advantage of it as well, even better than you at times.
